As of September 1, 2019, instruction 10/2019 of the Secretary of State for Security, which regulates the procedure for granting travel permission outside the national territory for minors, came into force.
For practical purposes, this brings direct consequences for minors traveling abroad, specifically, when they are not traveling accompanied by one of their parents since from that moment on, they must carry with them:

Minors traveling abroad What documentation should they bring?
CASE 1:
Spanish minors who do travel accompanied by their parents or legal guardians
Travel within the European Union: ID card or passport
Travel outside the European Union: Passport
CASE 2:
Spanish minors who do NOT travel accompanied by their parents or legal guardians
Travel within the European Union: DNI or Passport + the signed declaration of permission to travel outside the national territory
Travel outside the European Union: Passport + the signed declaration of permission to travel outside the national territory

To formalize the parental authorization that will allow the minor to travel abroad, it is as simple as downloading the official form through the following link and go to a National Police station or a Civil Guard post. Only the appearance of one of the minor’s parents or legal guardians is necessary and no prior appointment is required.
To verify your identity, you must carry a valid identity document (DNI or passport) and the documentation that proves the minor’s parentage and parental authority (ID, passport, family book, etc.).
It is important to know that, as a general rule, travel authorizations issued in accordance with this Instruction will be valid for 30 days from their issue.
